Bulacan Water Districts support Bulk Water Supply Project

CITY OF MALOLOS— Bulacan Association of Water Districts (BAWD) assures Gov. Wilhelmino M. Sy-Alvarado and Metropolitan Waterworks and Sewerage System (MWSS) Administrator Gerry Esquivel of their full support in the Bulacan Bulk Water Supply Project.

Engr. Ricardo Perez of BAWD expresses their cooperation to the project and asks for its immediate implementation during the gathering of all Bulacan Water District officials at the Hiyas Convention Center.

Alvarado said that he called members of BAWD for them to air their concerns regarding the project and he guaranteed them that he will only agree to the terms of references of the project if it is beneficial to the Bulakenyos.

“Kasama po kayo dito, kayo po ang magpaplano nito. Papayag lamang tayo kung ito ay pabor sa Bulacan,” said Alvarado.

Esquivel added that the objective of the project is to provide Bulacan enough water at the most reasonable prices.

“Importante po na mabigyan ng tubig ang aming host province which is Bulacan. This is not a money-making venture and we would like to come up with the lowest tariff as possible. Sana po ay magtiwala kayo sa amin na nais naming kayong mabigyan ng pinakamainam na serbisyo,” Esquivel explained.

MWSS Senior Deputy Administrator Atty. Nathaniel Santos presented to the water district officials the three implementation schemes that will be considered wherein scheme A states that 100 percent ODA by MWSS for water outsourcing and infrastructures; scheme B proposes water sourcing and treatment by a private component, ODA by MWSS and O&M by private proponent or MWSS; and scheme C with 100 percent private concessionaire which will be open for competitive bidding.

“As of the moment, the Project Development Monitoring Facility Board had approved funding support to MWSS for Transaction Advisory Service that is expected to start bidding in mid-August, and we are now working on the terms of references where in we would like to include your concerns and inputs,” Santos explained to BAWD.

Earlier, Alvarado and Esquivel signed a Memorandum of Agreement in Malacañang to carry out the bidding for the Bulacan Bulk Water Supply Project which is projected to start as early as possible.

Bulacan Bulk Water Supply Project was included in the 1992 Memorandum of Understanding signed by MWSS with the Local Water Utilities Administration (LWUA) and the Provincial Government of Bulacan which deal out long-term water requirement of Bulacan in connection with the implementation of the Angat-Umiray Transbasin Project in December 7, 1992 which has been operational in 2000. ###
