CITY OF MALOLOS – For quick responses to the sensitive situations of Persons With Disabilities (PWDs) during calamities and for the country’s security, the Provincial Government of Bulacan through its Provincial Social Welfare and Development Office (PSWDO) with the cooperation of the National Council on Disability Affairs (NCDA) conducts an orientation seminar on “Disability Sensitivity and Emergency Responses for Persons with Disabilities” at the Hiyas Pavilion, Hiyas ng Bulacan Convention Center in this city recently.

The said orientation seminar was conducted coinciding the launching of the Department of Interior and Local Government’s (DILG) Patrol 117, a hotline for nationwide emergencies and the integration of the government and private sectors which includes the participation of Philippine Red Cross, Philippine National Police, Bureau of Fire Protection, Metropolitan Manila Development Authority, Bulacan Rescue and different agencies responding to 117.

The seminar that was led by Gov. Wilhelmino M. Sy-Alvarado who is also the President of the Provincial Council on Disability Affairs (PCDA) discussed a simulation demonstration of emergency situations involving PWDs in case of emergencies such as fire, earthquake, bomb explosion, flash floods and the basic first aid during a calamity.

PSWDO head Rowena Tiongson is very thankful to NCDA for choosing Bulacan as the first province to conduct an orientation seminar for PWDs about the right things to do during an emergency and for recognizing the province’s preparation for the response programs that are accessible to PWDs.

“Mapalad po ang Bulacan na siyang napili ng NCDA na unang bigyan ng pagsasanay at dagdag kaalaman upang ang lahat ay maging handa sa lahat ng oras at magkaroon ng kamalayan sa kahalagahan ng pagsugpo ng krimen na responsibilidad ng bawat isa,” said Tiongson, also the secretary of PCDA.

The governor also pointed out that Patrol 117 will be very helpful to Bulakenyos who are working outside the province, especially in case of emergencies, even though we have a local operation emergency hotline (044-791-0566).

“Para sa mabilis na pagtugon sa mga nangangailangan, lalo’t higit sa ating mga kababayang PWDs, narito ang Pamahalaang Panlalawigan ng Bulacan upang mapalawig at makiisa sa paghahanda at mabilis na pag-aksyon sa mga nangangailangan sa oras ng kapahamakan,” said Alvarado.

Also present in the launching and orientation seminar were Carmen Reyes-Zubiaga of NCDA, Director Edgar Allan Tabell of DILG Patrol 117 Commission, Vice Gov. Daniel R. Fernando, Melinda Alejandro of Federation of Persons with Disabilities and different PWDs.

“Nagpapasalamat ako kay Gob at saka sa ibang sangay ng pamahalaan na naisakatuparan ang aming seminar about Patrol 117. Lubhang kapaki-pakinabang po ito sa ating lahat lalo na sa mga kasama naming PWDs,” Alejandro said. ###
