RDC III approves relocation of National Bilibid Prison to Nueva Ecija

CITY OF MALOLOS – The Regional Development Council (RDC) III headed by Bulacan Gov. Wilhelmino M. Sy-Alvarado has agreed to the request of the Department of Justice (DOJ) through the Bureau of Corrections (BuCor) to relocate the New Bilibid Prison and the Correctional Institution for Women to Laur, Nueva Ecija.

The said agreement took place during the 6th Full Council Meeting of RDC III held at National Economic and Development Authority Regional (NEDA) Office III, San Fernando, Pampanga, early this morning.

DOJ Secretary Leila De Lima said the project is under the public-private partnership (PPP) scheme to put up a modern and state of the art prison facilities in a 500-hectare property in Laur to resolve the congestion of inmates in the national penitentiary that has currently over 20,000 prisoners.

“Ang pagtatayo po natin ng modern and state of the art prison facilities is the first major PPP project of DOJ and BuCOR kung saan ita-transfer po natin ang mga inmates from National Bilibid Prison from Muntinlupa to Laur, Nueva Ecija. And this is also the first big ticket PPP project and it is also the first of its kind in the country,” said De Lima.

She also expressed her gratitude on behalf of the DOJ and BuCor for the approval and endorsement of the RDC III and NEDA, which is one of the requirements for the project to materialize.

The DOJ sec also said that the process including the bidding of the project will happen this September 2015 and will take three years to construct.

Prior to this, RDC III Chairman Alvarado together with the RDC III Sectoral Committee presented the 23 approved resolutions including the reconsideration of Clark International Airport as new location of Ninoy Aquino International Airport and its expansion and facility modernization, Central Luzon Tourism Action Plan and proposed construction of Pulilan-Baliwag Diversion Road Project.

He also discussed the utilization of the Port of Subic and the implementation of the road projects such as the North-South Commuter Railway (NSCR) Phase 1, construction of Central Luzon Link Expressway (CLLEX) Phase II in Nueva Ecija, the rehabilitation of roads leading to ecotourism sites of Zambales and the long-term solutions to address perennial flood in the region.

“All is good. This is a clear manifestation that the provinces in Central Luzon are united in achieving sustainable development and progressive region,” Alvarado ended.
