CITY OF MALOLOS – Provincial officials led by Gov. Wilhelmino M. Sy-Alvarado, Vice Gov. Daniel R. Fernando together with Dr. Rosario Benabaye, Deputy Chief of Party of the USAID Luzon Health Project, commended the Municipal Government of Plaridel headed by Mayor Jocell Aimee R. Vistan-Casaje for the successful implementation of their mother and child care program known as UHA or “Ugoy, Haplos, Aruga” (cuddle, touch, care).

Alvarado said that Mayor Vistan-Casaje sees to it that first time mothers in every village in her town are properly educated, nourished and taken care of by local health workers and midwives through the different Rural Health Units (RHU).

“It is an effective way of ensuring the delivery of quality health care,” the governor said adding that this kind of program augurs well in his administration’s seven-point agenda, quality health care particularly maternal and child health care being one of them.

Dr. Benabaye of USAID Luzon Health Project said that UHA is one kind of health care program that should be emulated not only in other parts of Bulacan or other parts of the Philippines but also in other parts of the world especially in third world countries.

According to Dr. Jocelyn Gomez, Provincial Health Office-Public Health head, the province continues to secure the health of mothers and their newborns with close monitoring and non-stop programs that cater to them.

In 2013, the Provincial Government of Bulacan launched Lakbay Buhay Kalusugan that featured a bus customized with consultation and examination clinics wherein there were talks about the importance of pre-natal check-up, birth planning, safe pregnancy and delivery, birth spacing, child immunization, hand washing, prevention of disability and health insurance.

In line with this, the province’s teenage pregnancy rate dropped from 9,890 in 2015 to 6,137 from the total number of teenage pregnancy last year due to the continuous efforts of the PGB in promoting and protecting maternal and child health care in Bulacan.

“Ngayon kasi mas naiintindihan na ng mga magiging ina ang kahalagahan ng panganganak sa mga ospital at clinic, hindi na sa mga hilot, kasi dito mas namo-monitor ng mga duktor ang kondisyon ng ina at ng sanggol,” Dr. Gomez added.
