MESSAGE:

Isa sa mga pangunahing programa ng ating Pamahalaang Panlalawigan ang pagbibigay ng serbisyong panlipunan sa ating mga kababayan.

Ang aming tanggapan ay ang nangunguna sa pagjajataid ng mga programa sa Nutrisyon, Populasyon at Serbisyong Panlipunan na naglalayong makatulong sa mga bata hanggang sa katandaan. Patuloy ang aming pagbibigay ng tulong pinansyal para sa indigency program, tulong pangkabuhayan tulad ng Women Livelihood Support Fund at Self Employment Assistance para sa mga kababaihan, operation timbang at supplemental feeding para sa mga batang malnourished, Early Childhood Care and Development (ECCD) para nutrisyon, kalusugan at edukasyong pambata, ang pagbibigay ng tulong sa mga nasalanta ng kalamidad o ang relief operations.

Kami'y bukas palad na tumutulong sa mga higit na nangangailangang mamamayan ng ating lalawigan kasabay ang pangarap na maitaas ang antas ng pamumuhay, malutas ang malnutrisyon, mapalawak ang edukasyong pambata at masugpo ang kahirapan.

Ang lahat ng mga programang ito ay magiging matagumpay lamang kung lahat ng mga kawani ng ating tanggapan ay patuloy na magkakaisa at magtutulungan gayundin ang masigasig at matapat na paglilingkod at pagganap ng tungkulin ng bawa't is.

Sa ating sama-samang pagtutulungan makatiyak tayong tunay nanga "TAAS NOO BULAKENYO".

MISSION:

1. Makabuo ng mga panukalang pangkagalingang panlipunan at pagpapaunlad na sasang-ayunan at isasabatas ng Sangguniang Panlalawigan,
2. Patuloy na bumuo ng mga programa t istratehiyang pang-nutrisyon, mapopulasyon at pangkagalingang panlipunan.
3. Patuloy na pagsasagawa ng mga pagassanay na huhubog ng magandang kaugalian , responsable, at epektibong pag-aaral, magulang, boluntaryong manggagawa at mga lider ng lalawigan.
4. Pagbibigay pagkilala at pagpapahalaga sa mga kakayahan ng mga iba't ibang sektor sa lalawigan,
5. Matugunan sa madaling panahon ang pangangailangan ng mga biktima ng kalamidad, karahasan at mga kapuspalad.
6. Mabigyan ng oportunidad na maging produktibo sa pamayanan ang mga nakatatanda at may kapansanan.
7. Pagpapalakas sa sektor ng kababaihan sa pamayanan at kabuhayan.
8. Kaagapay sa pagbibigay proteksyon laban sa karahasan at pagpapalakas ng kakayahan ng mga bata.
9. Makapagbigay lakas ng loob s amga miyembro ng pamilyang naging biktima ng karahasan at pang-aabuso.
10. Pagbibigay ng paglilingkod panlipunan sa mga cultural minorities sa lalawigan.

VISION:

Mamamayang Bulakenyo na may malusog na kaisipan at pangangatawan, responsableng nakatutugon sa sariling pangangailangan at may mataas na pagkilala sa sarili at kapwa.

MANDATES:

1. Formulate measures for the approval of the Sanggunian and provide technical assistance and support to the governor and mayor, as the case may be, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to social welfare and development services.
2. Develop plans and strategies on social welfare programs and projects and implement them upon approval thereof by the governor.
3. Identify the basic needs of the needy, the disadvantaged and the impoverished and develop and implement approproate measures to alleviate their problems and improve their living conditions.
4. Provide relief and appropriate crisis intervention for victims of abuse and exploitation and recommend appropriate measures to defer further abuse and exploitation.
5. Assist the governor in implementing the barangay program for total development and protection of children up to six (6) years of age.
6. Facilitate the implementation of welfare programs for the disable, elderly, and victims of drug addiction, the rehabilitation of prisoners and parolees, the prevention of juvenile delinquency and such other activities which would eliminate or minimize the ill-effects of poverty.
7. Initiate and support youth welfare programs that will enhance the role of the youth in nation building.
8. Coordinate with government agencies and NGOs which have for their purpose the promotion and protection of all needy, disadvantaged, underprivileged or impoverished groups or individuals, particularly those identified to be vulnerable and high risk of exploitation, abuse and neglect.
9. Be in the frontline of service delivery, particularly those concerning immediate relief and assistance during and in the aftermath of man-made and natural disaster and calamities.
10. Recommend to the Sanggunian and advise the governor on all matters related to social welfare and development services which will improve the livelihood and living conditions of the inhabitants.
11. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinances.

FUNCTIONS:

• Develops and implements a comprehensive provincial social welfare and development program
• Develops, installs, and causes the implementation of an efficient, effective system of administering, managing, monitoring, and evaluating social welfare and development services provision including appropriate measures, programs, and projects
• Develops, implements or causes the efficient and effective implementation of measures, programs or projects aimed at alleviating poverty and/or minimizing its ill-effects on the disadvantage, the disabled, the elderly, and such other marginalized, disadvantage, underprivileged or impoverished individuals or groups in the province
• Provides assistance in the implementation of programs for the total development and protection of children up to six (6) years of age
• Develops, installs, and maintains an information system on social welfare and development programs and projects
• Coordinates and links with government agencies and other non-government organizations in promoting social welfare and development in the province
