PNP, NGOs in Bulacan unite to protect the environment

IT’S OFFICIAL. Bulacan Gov. Wilhelmino M. Sy-Alvarado signs Memorandum Order GO-2011-03 that officially deputizes the PNP-Bulacan Provincial Police Office (BPPO) to apprehend illegal activities that damage the environment and GO-2011-04 which appoints several members of NGOs as partners of PGB in the proper implementation of the law in accordance to R.A. CITY OF MALOLOS- As part of the Provincial Government of Bulacan’s (PGB) seven point agenda, which is to protect the environment and its natural resources, Gov. Wilhelmino M. Sy-Alvarado signed two memorandum orders in San Miguel recently.

The signing of the Memorandum Orders GO-2011-03 and GO-2011-04 was also witnessed by Vice Gov. Daniel Fernando, Bulacan Environment and Natural Resources Office chief Atty. Rustico “Teddy” de Belen, board member Enrique Viudez, San Rafael Mayor Lorna Silverio and San Miguel Mayor Roderick Tiongson during the Kapitolyo sa Barangay held at the said town.

Memorandum Order GO-2011-03 is a memorandum deputizing the PNP-Bulacan Provincial Police Office (BPPO) to apprehend illegal mining/quarry operator; haulers of illegally sourced/extracted mineral/quarry materials; illegal loggers, poachers, operators of illegal logging; and haulers of illegally cut logs in the province.

The said memorandum also defines the powers and functions of the above organizations: (1) investigation to any form of violation against the law protecting the environment; (2) report and arrest even without warrant whoever violates the law, confiscate (with the help of PNP, BENRO and DENR) materials, equipments and vehicles used in the offense (3) filing of case against the law violators; (4) help increase public awareness through information dissemination (5) and submit monthly reports on the progress of their task to the governor.

Moreover, Memorandum Order GO-2011-04 appoints some members of Sagip Sierra Madre Environmental Society Inc. (SMMESI), Police Hotline Movement, Inc., BUNDOK, Inc., and Dumagat Consultative Body to become partners of PGB in the proper implementation of the law in accordance to R.A. No. 7160.

The creation of these orders only proves that the governor is not “ningas kugon” in implementing the programs that will protect and conserve the environment most especially the historic Biak-na-Bato.

“ Kailangang magsama-sama at magtulong-tulong tayo sa pangangalaga ng ating kapaligiran at likas na yaman. Kailangang bigyan din natin ng ngipin ang ating kapulisan at barangay officials sa pagsugpo sa mga sumisira ng ating kapaligiran at likas na yaman sa iligal na pamamaraan,” said Alvarado. ###
