Bulacan holds Rapid Damage Assessment and Need Analysis training

CITY OF MALOLOS- In a bid to continuously strengthen the capability of front liners in disaster risk reduction and management in Bulacan, the Provincial Government conducted a three-day training on Rapid Damage Assessment and Need Analysis, last February 21-23, 2012 at the Hiyas ng Bulacan Convention Center in this city.

Gov. Wilhelmino M. Sy-Alvarado said the primary responsibility of the government is to serve and protect its people.

“Sa paglilingkod sa publiko sa panahon ng kalamidad, hindi ito nangangahulugan na iikot lamang ito sa pagtugon sa mga pangangailangan kapag nangyari na ang kalamidad, bagkus kasama dito ang pagiging handa bago pa man ito maganap, sa gayon kung dumating man, hindi magiging gano’n kalala ang epekto,” said Alvarado.

Liz Mungcal, Executive Officer of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) said the past disasters like Pedring and Quiel has highlighted the critical need for Bulacan to be better able to rapidly and accurately assess the damage caused by a disaster as well as identify the needs for immediate assistance in relief and reconstruction.

“Sa nagdaang malalakas ng bagyo sa lalawigan, nagkaroon talaga ng malaking epekto sa mabilis at maayos na pagbibigay serbisyo sa mga Bulakenyo ‘yung naging suliranin sa komunikasyon, kaya naman ang kahandaan at agarang pagresponde ay nakikita nating napakahalaga. Batay rin sa mga ulat mas magiging maulan ngayong taon kaya lalo nating pinapaigting ang mga paghahanda at pagpapatupad sa mga programa ng DRRM,” Mungcal added.

The training focused on policy guidelines governing mobilization of damage assessment teams and disaster response coordination following a disaster; essential elements of, and techniques for performing damage assessment and needs analyses.

Over 60 participants composed of representatives from PDRRMC, PHO-Public Health, Provincial Public Affairs Office (PPAO), Department of Interior and Local Government (DILG), Department of Education, Department of Trade and Industry (DTI), and Department of Public Works and Highways I and II and some NGOs attended the said training.

“The training is very timely. Our experience with Pedring and Quiel burdened us with many problems and with this, it will help us organize more efficiently and accurately, so thanks for the opportunity, the NGO needs this,” the VP-Operation of Spectrum Judex Carpio said.

Speakers include Director Josefina Timoteo, OCDR 3 Regional Director, Nelia Tabliago, consultant, NDRRMC, and Roberto Manalo, operation officer, OCD-RDRRMC3. ###
