Bulacan Bulk Water Supply Project, open for bidding

CITY OF MALOLOS- The Provincial Government of Bulacan (PGB) headed by Gov. Wilhelmino M. Sy-Alvarado and the Metropolitan Waterworks and Sewerage System (MWSS) Administrator Gerardo Esquivel signed a Memorandum of Agreement Thursday in Malacaņang to carry out the bidding for the Bulacan Bulk Water Supply Project.

It is stated in the MOA that parties shall implement the project through the public competitive bidding pursuant to the public-private partnership framework on project procurement, implementation, operation and management. Also a joint Technical Working Group and Special Bids and Awards Committee must be constituted to carry into effect the bidding process.

In addition to this, the parties shall pursue the project under the Bulk Water Supply Scheme to existing water districts and other water services providers that will sustain treated bulk water to supply the needs of Bulacan concessionaires.

Both parties also agreed to ensure that in the bidding, negotiation and implementation of the project, the bulk water rate for Bulacan is at least five pesos lower than the average water rates for customers in Metro Manila, considering the overall impact on water supply rates, including those charged by water districts to their consumers.

According to the reports of the Provincial Planning and Development Office, this project will address the water supply related problems of Bulacan, will improve the quality of drinking water as well as the lives of Bulakeņos, and will spur economic activities in the province.

Prior to this, MWSS has signed a Memorandum of Understanding with the Local Water Utilities Administration (LWUA) and the PGB that include the long-term water requirement of Bulacan in connection with the implementation of the Angat-Umiray Transbasin Project in December 7, 1992 which has been operational in 2000.

It was also in 1992 that MWSS BOT issued Resolution No. 220-92 approving the inclusion of the Province of Bulacan in the service areas of MWSS for the purpose of supplying bulk water which was approved by the Office of the President in April, 1993 in accordance with R.A. No. 6234.

The signing of the MOA was attended by Congresswoman Marivic Sy-Alvarado, Cong. Pedro Pancho, Atty. Henry Villarica, all members of the Sangguniang Panlalawigan ng Bulacan headed by Vice Gov. Daniel Fernando, and 20 out of the 24 mayors of the province of Bulacan.

According to the LWUA, the Bulacan Bulk Project was initiated way back in the late 80s to provide a central bulk water source for water districts in Bulacan, particularly those operating in coastal and mountainous areas where sourcing water from the underground was a problem.###
