Bulacan holds free issuance of ICC sticker and helmet registration

CITY OF MALOLOS- In a bid to strictly implement Republic Act No. 10054 or the Motorcycle Helmet Act of 2009, the province of Bulacan thru the Department of Trade and Industry (DTI) is holding a free registration and issuance of Import Commodity Clearance sticker (ICC) in front of the Bulacan Business and Tourism Center in this city from 8am-5pm until December 28, 2012.

The said activity aims to oblige motorists to wear DTI tested and ICC marked helmets only.

Gov. Wilhelmino M. Sy-Alvarado said that according to the implementing rules and regulations of the said act, all helmets to be sold beginning the year 2012 must bear the ICC sticker.

“Karamihan sa mga biktima sa aksidente sa kalsada ay ‘yung mga walang suot na helmet o kung meron man, ito ‘yung hindi tama ang kalidad kaya hindi rin sila na-protektahan. Kaya talagang napakahalaga na de-kalidad na helmet ang gamit ngating mga motorista,” Alvarado added.

Last January 2011, the Provincial Government of Bulacan enforced the Provincial Ordinance No. 03-T’09 or the No Helmet No Ride policy in all thoroughfares in the province to ensure safe ride and travel of the public and the motorists.

Under the said ordinance, all motorcycle riders, both driver and back rider, are required to wear standard quality protective helmets when using Bulacan roads.

The said policy does not cover tricycle drivers.

First time offenders will be fined P1,000 and P2,000 for second time offenders with possible impounding of motorcycle, imprisonment or both defending on the decision of the court. ###
