Bulacan local legislators set to conduct inaugural session

CITY OF MALOLOS— A new set of legislators will open up the door for the 8th Sangguniang Panlalawigan (SP) on July 2, at exactly 1:30 p.m. at the Bulwagang Senador Benigno S. Aquino Jr., Capitol Building in this city.

Vice Gov. Daniel Fernando, chairman, said that they will continue the quality service and good performance that has been demonstrated by the former 7th SP.

“As we bid goodbye to the 7th SP, we can say that it is one of the most historic and filled with significant accomplishments that benefited our fellow Bulakenyos. Nakapagtala tayo ng pinakamaraming pagpupulong sa kasaysayan ng SP. Nakapagpatibay din tayo ng mga ordinansang naglalayong lumutas sa mga suliranin ng mga mamamayan. Kabilang na dito ang pampublikong pagdinig at pagpupulong ng mga lupon na tumatalakay at nag-aaral ng mga nararapat na aksyon sa mga isyu na bumabalot sa lipunan,” said Fernando.

Aside from the introduction of the new members of the SP, Governor Wilhelmino M. Sy Alvarado is expected to deliver his State of the Province Address (SOPA), as well as his development agenda for the next three years.

“From this, the Sangguniang Panlalawigan, for its part, will formulate its own legislative agenda in support to the chief executive’s agenda,” he explained.

He added that they will discuss the internal rules of procedures and come up with the new Senior Board Member, Majority Floor Leader and Minority Floor Leader.

“The senior board membership is determined and given to the candidate who garnered the highest percentage of the total vote divided by the number of votes cast for the position in the district concerned, while the majority and minority floor leaders were chosen or appointed by the majority and minority blocks in the Sanggunian,” the vice governor added.

Eleven of the 13 incumbent board members of the outgoing Sangguniang Panlalawigan ran for office and nine of them won in their bids. The eight re-elected board members were Michael C. Fermin, Felix B. Ople and Therese Cheryll B. Ople for the first district; Enrique V. Dela Cruz, Jr. and Ramon R. Posadas for the second district; Rino V. Castro for the third district; and Enrique A. Delos Santos Jr. and Eulogio C. Sarmiento III for the fourth district. The returnee is Board Member Ernesto S. Sulit from the third district while the newly elected is Allan Ray A. Baluyut from the fourth district. Board Member Ariel S. Arceo, was reelected as councilor of Guiguinto and still the president of the Philippines Councilors League in Bulacan. Also, Mark Cholo I. Violago is still the president of the Provincial League of Barangays and Mark Jerome Anthony Santiago as the SK Federation president . ###
