RDC III preps Central Luzon for typhoon and flooding

CITY OF MALOLOS – Before bidding farewell to the 13th Regional Development Council (RDC) III, three infrastructure projects were approved by the body that involves rehabilitation of major flood control facilities as well as damaged roads and bridges in key areas of Central Luzon.

The proposals filed by Bulacan Gov. Wilhelmino M. Sy-Alvarado, chairman of the Sectoral Committee on Infrastructure Development (SCID), during the 9th Full Council Meeting at the Heroes Hall, City of San Fernando, Pampanga yesterday morning were approved by RDC III chairman City of San Fernando Mayor Oscar Rodriguez after it was seconded by a representative of the Subic-Clark Alliance.

“The main objective of the proposal is to provide protection from further damages by restoring damaged roads, bridges and flood control facilities to their original designs, conditions and functions,” said Alvarado.

The proposal entitled “RDC SCID Resolution No. 03-06-2013” is endorsing additional five subprojects under the Post Ondoy and Peping Short-Term Infrastructure Rehabilitation Project (POPSTRIRP), and road and bridges component of the Department of Public Works and Highways (DPWH).

“Masuwerte tayo at may natitirang pondo at kailangan natin itong paghandaan sa darating na tag-ulan,” the governor added.

Prior to the RDC meeting, the governor had earlier met with the City and Municipal Disaster Risk Reduction and Management Offices in Bulacan where he discussed the preparedness and steps being undertaken by the Provincial Government and the Provincial Disaster Risk Reduction and Development Council (PDRRMC) in addressing the perennial flood problems and the effects of climate change.

“We will implement a ‘no regret strategy and not a hit and miss strategy.’ We will exert efforts to lessen the loss of lives and properties by coming up with realistic approaches in our climate change adaptation programs,” explained Alvarado.

The RDC III also approved RDC--SCID Resolution No. 03-05-2013 “Supporting the proposed construction and rehabilitation of the Meycauayan Public Market” and RDC—SCID Resolution No. 03-07-2013 “Endorsing the proposed increase of the Pinatubo Hazard Urgent Mitigation Project (PHUMP), Phase III of the DPWH-Mt. Pinatubo Emergency-Project Management Office.”

Alvarado said that PHUMP is among the major engineering interventions initiated in the region to mitigate the effects of lahar/mudflow and flooding from the eruption of Mt. Pinatubo in 1991. He added that Phase I and II were completed in 2001 and 2006, respectively while Phase III is on-going.

During the event, Alvarado was also recognized by the RDC for his dedicated service and commitment as the head of SCID of the 13th RDC. The elections of the next set of officers for the 14th RDC will be held next month. ###
