Chief Justice Sereno emphasizes the significance of Malolos Constitution

CITY OF MALOLOS - Supreme Court Chief Justice Ma. Lourdes Sereno highlights the importance of Malolos Constitution in the present justice system of the country during the 115th Anniversary of the First Philippine Republic, Thursday morning at the historical church of Barasoain in this city.

She said that in order to fully understand the First Republic, Filipinos must be familiar with Malolos Constitution which had been promulgated in the year 1899, codifying the basic law of the First Republic.

“Nasa DNA ng Unang Republikang Filipino at ng Konstitusyong pinagtibay nito ang espiritu ng demokrasya at pagnanais ng kasarinlan ng mga Pilipino,” she explained.

She added that though the Malolos Constitution was never implemented, it serves as a vital symbol representing some principles that can still be found in the present Philippine Constitution.

“Buo ang paniwala ko na mahalaga sa ating pagbibigkis bilang isang bansa ang mga simbolo. Ipinakikita nito kung gaano kalaya at kalawak ang tanawin ng ating mga ninuno upang magmithi ng isang modernong demokrasya na Pilipino mismo ang maglilinang, naudlot man ang pangarap na ito,” she added.

Gov. Wilhelmino M. Sy-Alvarado said that beneath the colorful celebration of the First Republic, it also poses a challenge for everyone particularly the youth to become good citizens of the country.

“Huwag nating kalilimutan na tangan-tangan natin ang kalayaan at patuloy natin itong ipakipaglaban mula sa mga makabagong hamon tulad ng mga kalamidad, kahirapan at kawalang-katarungan,” he said.

The governor added that part of his commitment in preserving the freedom is to push through development projects that will ensure the welfare of Bulakenyos, just as how the revolutionary heroes of long ago had strived for.

“Sa lalong madaling panahon ay sisimulan na ang rehabilitsyon ng Angat Dam, ang pagsasaayos ng Bustos Rubber Dam at pagsasauli ng Pampanga River Control System upang makontrol ang pagbaha. Isinusulong din natin ang rapid industrialization development project na magtatampok sa lalawigan bilang isang techno hub at industrial district,” he added.

More than 5,000 Bulakenyos from different sectors attended the event together with government officials from different local and national agencies. The program started with a flag raising ceremony, followed by a wreath laying activity at Gen. Emilio Aguinaldo’s monument.

The First Philippine Republic, popularly known as the Malolos Republic, was the first republic in Asia. It was inaugurated on January 23, 1899 at the Barasoain Church, Malolos, Bulacan where Gen. Emilio Aguinaldo took his oath of office as President of the Republic. ###
