Alvarado delivers his SOPA, cites accomplishments and future projects

CITY OF MALOLOS – Third termer Bulacan Gov. Wilhelmino M. Sy-Alvarado highlighted his accomplishments in the last six years as well as his future projects in the next three years during his State of the Province Address held at the Sen. Benigno S. Aquino Jr. Hall, Provincial Capitol Building in this city yesterday.

The governor reported before hundreds of Bulakenyos his accomplishments that are anchored to his 7-Point Agenda including health, education, nature and environment, good governance, peace and order, history and culture, and livelihood alongside the recognitions that the province had received during his administration.

Alvarado also discussed further some of the primary projects that he aims to accomplish before his last term expires.

“Ang Bulacan Bulk Water Supply Project, matapos ang dalawang dekada ay kasalukuyan nang ginagawa at nakatakdang matapos sa taong 2018, sisikapin nating maisakatupran ang kombersyon ng Ilog Bayabas na maging isang ganap na dam, pagsusumikapan nating maging prayoridad sa Regional Development Council ang kombersyon ng Candaba Swamp na maging water reservoir o retarding basin upang maiwasan ang pagbaha,” Alvarado said.

As the chairman of the Regional Development Council in Central Luzon, Alvarado also wants to pursue the Quezon City-Dingalan Road Project, North Luzon Expressway East Alignment (NLEx East), clean-up of the Marilao-Meycauayan-Obando River System (MMORS), and the establishment of Bulacan Technohub and Innovation Center among others.

“Ang pagpapanumbalik ng Pampanga River Control System upang mapanatili ang Pampanga Delta na magiging daluyan ng tubig mula sa mga ilog ng Bulacan at Pampanga palabas sa Manila Bay, Angat River Downstream Improvement Project, Modernization of Flood Monitoring and Management System o Bulacan Public Safety Solution, Lubos din nating susuportahan ang Integrated Flood Control, Coastal Defense and Expressway Project,” the governor said.

Moreover, the provincial chief executive asked for the support of the board members to put into consideration the allotment of land for the housing project for the PGB employees; author an ordinance/resolution that no national project will be implemented without passing through the Provincial Government; author an ordinance establishing a provincial council for the purpose of promoting culture and the arts such as the Provincial Arts and Culture Council; and the creation of Biak-na-Bato Council which can be the provincial counterpart of the Protected Area Management Board.

He also asked the Sangguniang Panlalawigan to pass a resolution requesting the national government to reactivate the Pampanga River Control System (PRCS), create a Bulacan Dam Safety Board and establish the PGB's Executive-Legislative Agenda (ELA).

For his parting words, the governor quoted the words of King Solomon, the brightest man who ever lived, and wishes the same, for all of the public servants to have an intelligent heart to be able to discern between good and bad.
"Dahil dito'y nalugod sa kanya ang Diyos. Sana ay ito din ang maging dalangin ng bawat isa sa ating mga lingkod bayan upang makapaglingkod tayo ng katanggap-tanggap sa Diyos", Alvarado ended.

The inaugural session headed by third termer Vice Governor Daniel R. Fernando was held prior the SOPA.
