Department of Health Secretary Paulyn Jean B. Rosell-Ubial, the event’s guest of honor, believes that women must be the partner of men in economic empowerment.

For his part, Gov. Wilhelmino M. Sy-Alvarado lauded the bravery and dedication of the awardees and believes in the crucial yet very important role of women in the society.
