UNIFIED LOCAL HEALTH SYSTEM

I. Background

By virtue of Executive Order No. 27 series of 2000, issued and signed by the Governor of BuIacan Gov.Josefina dela Cruz, the Home Based Nursing Care Program was established at RMMMH. This was made possible through the recommendation of former Under Secretary Manuel Roxas and Dr. Christopher Guzman of the DOH/Essential National Health Research, who conducted the feasibility of organizing and implementing such program utilizing existing hospital and field personnel. As a result of this, hospital costs are significantly reduced because of the shortened length of stay of patients. The cost per bed per day was likewise reduced.Home based hospital nursing care is an innovative hospital program that impacts positively on quality patient care and reduction of hospital costs. lt also provides for the expansion of coverage of indigent patients by freeing hospital beds allowing the hospital to utilize the beds for admission of more indigent patients. Home based hospital nursing care is a strategy at the hospital level that reduces health care costs, improves hospital efficiency and provides innovative partnership in health care between the hospital, the patient and his family. In May 7, 2001, we came out with a manual on Home Based Nursing Care Program in case other hospitals in the province or in the country would like to replicate the program.

II. Events

A. Unified Local Health Board, Sta. Maria District Turnover Ceremonies (June 30, 2005)

After 18 months of continuous chairmanship, finally on June 30, 2005, Bocaue Mayor Serafin dela Cruz turned over the chairmanship of the SMULHS to Meycauayan represented by one of their councilors.
