COMMUNITY-BASED TRAINING FOR ENTERPRISE DEVELOPMENT (CBTED)
Historical Background
Community based training in TESDA has gone through a long period of development, experimentation, adaptation and “revivolution.” It has its roots in the 1970s during the time of the then National Manpower and Youth Council. The first rural vocational training program was designed to be an outreach project of agricultural schools. Later, at the advent of rural electrification, a rural based training project in electrical trades was launched by the Agency. In the 1980s NMYC became the premier government agency taking the lead in community-based training. Since then, community based training had undergone several stages of implementation.
The new CBTED Program
CBTED is primarily addressed to the poor and marginal groups, those who cannot access or are not accessible by formal training provisions. A very marginal level of social and academic preparation generally characterizes these groups. They have low skills, limited management abilities, and have very few economic options. They have no access to capital – most of them are unqualified for formal credit programs.
Most importantly, CBTED is designed to be an improved tool for partner agencies such as LGUs, NGOs, Pos and other agencies and organizations with mission to help the poor get intp productive undertakings to help themselves and their communities.
CBTED is designed to catalyze the creation of livelihood enterprises that shall be implemented by the trainees – immediately after training. Hence the skills and business portions are strictly linked with each other through a series of activity elements and materials that deliberately put structures on the action and thinking of all actors involved in the process: the trainees, the trainers, the coordinators and resource providers.
Objectives of the CBTED Methodology
To provide TESDA through its partners with a mechanism to reach out to the poor and underserved segments of the population particularly in the rural areas
To provide a clear and quality assured approach by which training and enterprise development service program can be delivered to this type of target groups
To provide common instruments for all partners to work on – instruments that will put meaning on the principles of community-driven and people powered training and development approach
To provide a framework for a system, institutional development and individual development of all actors and clients alike.
COMMUNITY-BASED PROGRAM
Majority of TESDA Bulacan trainees , 9,706 for 2004, are products of its community based training programs.
TESDA-Bulacan's “field warriors” for this program are 24 Community Training and Employment Coordinators (CTECs) who link TESDA programs to the towns and barangays of the province. The CTECs are TESDA's bridge to the LGUs, the private sector and the communities for responsive design and efficient implementation of micro-level projects. They are the ones best-positioned to supply information and recommendations on the training requirements and livelihood possibilities of a given area.
The CTECs are LGU employees, although with TESDA's adoption of a new partnership modality – with NGOs and civil society groups – it has also been able to train CTECs from this sector.
