The Technical Education and Skills Development Authority (TESDA) was established
on August 25, 1994 through the enactment of Republic Act No. 7796 otherwise known as the "Technical Education and Skills Development Act of 1994." The law signed by President Fidel V. Ramos aims to encourage the full participation of and mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the country's human resources.
RA 7796 is a merger of the National Manpower and Youth Council (NMYC) of the Department of Labor and Employment (DOLE). the Bureau of Technical and Vocational Education (BTVE) of the Department of Education, Culture and Sports (DECS), and the Apprenticeship Program of the Bureau of Local Employment (BLE) of the DOLE. It is an attached agency of the Department of Labor and Employment.
TESDA – Bulacan is one of the provincial offices of TESDA Region lll. From a Provincial Manpower Development Office of NMYC in the early 1980s, it became a full provincial office in 1995 with complete staff complement headed by a Provincial Director.
TESDA – Bulacan ensures the promotion of technical education and skills development programs in the province. Specifically, it integrates, coordinates and monitors skills development programs; initiates development of competency standards for priority industry sectors in the province; conducts capability building programs for partners, and develops and implements area-specific programs and projects.
Today, TESDA-Bulacan has evolved into an organization that is responsive, effective and efficient in delivering its services. It has a Provincial Office located in RSDC Compound in Tabang, Guiguinto which also houses the Regional Skills Development Center that caters to clients from the other provinces of Central Luzon . It has two Provincial Training Centers located in Barangay San Agustin, Malolos City and Poblacion, Calumpit. Both centers are co-managed by the local governments and serve not only the residents of the two areas but also those coming from other municipalities.
To accomplish its multi-pronged mission,
the Provincial Technical Education and Skills Development
Committee (PTESDC) has been providing directions and
guidance geared towards sustaining a TVET friendly
environment in the whole province of Bulacan.
