we are planning to put up a 1 year sped professional certificate course but what hold us up at these moment is that TESDA does not have the competency standards for us to follow just like caregiver and other TVET courses. Can you please advise us on what to do with these problem? Thanks

not having a competency standard does not mean you can offer a program. you still can but it will be called NTR meaning No Training Regulations. An NTR registration is allowed if any of the following 4 conditions is met: a) the manpower requirement of critical emerging industry or specific area of requirement (e.g. Priority Skills Plan, Provincial Technical Education and Skills Development Plan, Industry Studies, Area Development Imperatives, etc) b) the industry with high employment potentials (e.g. labor market intelligence report, POEA publications, news clippings on job vacancies, Phil Jobnet, etc), c) the employment commitment from enterprises (MOA, certifiction from employers, job orders, employment commitments) and d) the regulatory and licensing requirements for the practice of an occupation/profession (i.e. master electrician, etc).
