Bulacan, JICA to Establish an animal holding facility

CITY OF MALOLOS- The Provincial Government of Bulacan headed by Gov. Daniel Fernando and Japan International Cooperation Agency (JICA) will sign on a Memorandum of Agreement regarding the establishment of “Rabies Suspect Animal Holding and Observational Facility (RHOF)” in order to control rabies in the Province, with the hope to eliminate it in the future.

Last November 19, 2019, Japan Philippines One Health Rabies or JAPOHR Project and the PGB through the Provincial Veterinary Office organized a meeting at Max’s Restaurant in this city to introduce the plan and layout of the dog facility as well as the dog transporter.

Dr, Voltaire Basinang, Bulacan Provincial Veterinarian, disclosed that come January 2020, the construction of the facility under the JAPOHR Project sponsored by JICA will start and is expected to be operational on March 2020.

JAPOHR Project will be first launched in District 1 that includes Bulakan, Calumpit, Hagonoy, Paombong, Pulilan, City of Malolos and Guiguinto town from District 2.

“Umaasa tayo na through this project, mababawasan significantly and kaso ng rabies sa District 1 at Guiguinto, since sa record natin sila ang mas may matataas na kaso ng rabis sa hayop, pero we are also eyeing na magkaroon ng ganito sa iba pang bahagi ng lalawigan,” Basinang said.

Based on the records, there were 36 positive rabies cases in animals in 2018 as compared to 29 in 2017 thus putting Bulacan in second rank with having the highest number of rabies cases in animals in Region 3.

Basinang also said that they are still circling the Province to vaccinate the animals through Damayan sa Barangay, a program of the PGB wherein the services of the Government are brought directly to the grassroots level.

“Bukas din ang aming opisina para sa mga gustong magpabakuna ng kanilang mga alagang hayop, pero bukod dito, patuloy nating pinapaalalahanan ang lahat ng pet owners na maging responsible para maiwasan ang pagkakasakit ng mga alaga nila at maiwasan at makahawa pa,” Basinang added.###
