MISSION

  1. Pagbibigay ng tama at napapanahong datos ng mga kawani katulad ng Employment Record, Salary Payroll at tala ng Leave Credits.
  2. Patuloy na nagpapatupad at pagsasaliksik ng mga programang magpapatupad ng insentibo at benipisyo.
  3. Mabilis at pinag-ibayong pakikipag-ugnayan sa kinauukulang tanggapan para sa paglalabas ng sahod, benipisyo at insentibo sa itinakdang panahon.
  4. Bukas at malinaw ang mga patakaran, polisiya at sistema sa pamamahala ng kakayahang pantao na may kinalaman sa pagpili at paghirang na pinaiiral para sa lahat ng kawani.
  5. Pag-ibayuhin ang mga sistema upang mapabilis ang pagbibigay-serbisyo sa pagpili at paghirang.
  6. Pag-ibayuhin ang pagpapatupad at pagsasaliksik ng mga programang mangangalaga sa karapatan at mag-aangat sa antas ng moral, kakayahan at kalusugan ng mga kawani.
  7. Maging huwaran sa pagpapatupad ng Good House Keeping sa Pamahalaang Panlalawigan ng Bulacan.

VISION

Sa patnubay ng Panginoon, nagkakaisa at masayang naglilingkod para sa mga kawani ng Pamahalaang Panlalawigan sa pagpapatupad ng mga sistema na nagbibigay ng patas na pagkakataon sa pagpili at paghirang, patuloy na nagpapatupad at naglilinang ng kaalaman, kakayahan at kagandahang-asal; nagpapalawak ng kapakanan at benipisyo; at bukas sa pagbabago para sa mga makabuluhang programang mag-aangat sa antas ng paglilingkod.

FUNCTIONS

  • Develops, installs, implements, manages and supervises an effective and efficient system of human resource's (including permanent, temporary, casual personnel and external consultants) recruitment, selection, placement (including appointments), performance evaluation, continuing professional and values development (capacity enhancement), awards, benefits (including leaves, retirement privileges) and others performance-based incentives
  • Develops and maintains an efficient human resource management information system
  • Develops, updates and issues human resource code of behavior and conduct

2. Drug Test - Annual mandatory drug test to positions identified under R.A. 9165 (i.e. Security Guard/Agent/Officer, Driver, Prison Guard, H.E.O., Watchman)

1. Pulso ng Bulakenyo - A citizen's feedback survey which assesses the performance of the PGB as a whole through the satisfaction of Bulakenyos on the programs being implemented.
2. Galing Tanggapan - A client's feedback survey which assesses the performance of the different departments of the PGB through the satisfaction on the programs being implemented.
