CITY OF MALOLOS- His Excellency President Benigno Aquino III together with some of his cabinet members, Gov. Wilhelmino M. Sy-Alvarado and Calumpit Mayor James de Jesus visited the still flooded town of Calumpit, Bulacan yesterday.

After visiting the evacuation center at the United Pulp and Paper Company, the Chief Executive attended the Central Luzon Regional Development Council meeting at the Hiyas ng Bulacan Convention Center in this city.

Here, Regional Director Josefina T. Timoteo of the Office of Civil Defense III presented the early recovery and rehabilitation efforts of the Regional Disaster Risk Reduction and Management Council.

Also, the Department of Public Works and Highways, Department of Agriculture, Department of Health, Department of Education and the Department of Social Welfare and Development reported their on-going early recovery/rehabilitation efforts.

On the other hand, city of San Fernando, Pampanga Mayor Oscar Rodriguez, chairman of RDC III, also briefed the president of the proposed rehabilitation priorities due to the needed urgent attention in the areas to address the perennial flooding in Central Luzon. He also discussed the “what and how” this kind of flood happened.

Moreover, Bulacan Gov. Alvarado together with the different mayors of towns and cities in Bulacan, which experienced heavy flooding brought by Typhoons Pedring and Quiel also discussed with the president the ongoing relief and rehabilitation works in the affected areas. He also presented the historic water release of dams in Bulacan which were higher than expected, and the cause of the sudden increase of water level in Angat Dam.

Alvarado also suggested to President Aquino that the National Power Corporation—operator of Angat dam to be temporarily authorized by the National Water Resources Board (NWRB) to determine when to release water from Angat Dam.

“Sana po ‘pag 200 na ang level ng tubig, allow the NPC to operate the utilization of water to electricity, dapat hindi na pinaaabot sa ganon sa panahon ng tag-ulan. Little by little inii-spill po ang tubig sa panahon na walang ulan bagaman tag-ulan, pag namimintina ito, dumating man ang isang bagyong malakas, hindi pa rin po magpapatapon ang Angat Dam, gayundin ang Ipo Dam, at hindi malulubog sa baha ang ating mga bayan,” the governor added.

The President said they will review all the damage and immediately plan on how the national government can help the affected provinces.

“Yung protocol sa release of water sa dams, siguro dapat agahan natin yung pagre-release, hindi yung kung kailan kasagsagan ng tag-ulan at lahat ng pupuntahan n’ya eh puno na rin, biglang magre-release dahil doon sa mga protocol na ‘yon. Maganda sana kung mababalanse natin, sana all the stake holders will come up with that plan,” the chief executive added.

Pres. Aquino also discussed the need to work on educating the citizens on how to respond during emergencies. ###
