Bulacan bags 2012 National Gawad Kalasag award

CITY OF MALOLOS-Bulacan’s Provincial Disaster Risk Reduction and Management Council (PDDRMC) headed by Gov. Wilhelmino M. Sy-Alvarado was adjudged as this year’s champ in the recently concluded National Gawad Kalasag 2012 held at the Armed Forces of the Philippines Commissioned Officers’ Club, Camp General Emilio Aguinaldo, Quezon City.

Alvarado said the province was awarded for its excellence in disaster risk reduction and management specifically in its effective steering and commendable leadership of both local and national disaster management-related offices with regard to dam water release in Bulacan.

Further, PDRRMO executive officer Liz Mungcal said “nakadagdag din ang magandang working collaboration ng Provincial Development Council at PDRRMC”.

In his message, Alvarado stressed the important role of environment protection and conservation in preventing untoward effects of calamities.

“Ang pinakamalaking kalamidad sa buhay ng tao ay ang araw-araw at oras-oras na pagpatay natin sa ating Inang Kalikasan tulad ng paglason sa dagat at ilog, pagsinsil sa kabundukan na parang nagpapalaki na lang ng isang aksidenteng inaantay na lamang na maging kalamidad tulad ng pagbaha at paglindol. And in Bulacan, we are working together in good faith na mapagtagumpayang maprotektahan ang Bulacan laban sa mga kalamidad na nilikha ng tao,” the governor said.

Alvarado said the award will always serve as an inspiration to the PDRRMC adding that everyone has responsibilities and at the same faults that we cannot escape every time we face the wrath of nature.

The governor added that the provincial government is working hand-in-hand with local communities and officials in dealing with disaster preparedness and mitigation plans. He also said that the provincial government is also constantly monitoring the conditions of the watersheds and the rivers, which he said contributes to the destructions being wrought by severe flooding every time a storm or intense rainfall hit Bulacan.

Bulacan received a plaque of recognition and cash incentive.

Prior to this, Bulacan’s School Hydrological Information Network (SHINE) project was also hailed 1st runner up in the Gawad Kalasag 2011 last December.

The said project sets the minds of youths towards a climate change-enhanced curriculum consistent with the principle that disaster awareness should begin in schools.

Meanwhile, coinciding the event is the launching of the National Disaster Risk Reduction and Management Plan of 2011-2028 which fulfills the requirement of RA No. 10121 of 2010 that provides the legal basis for policies, plans and programs to deal with disasters.

Gawad Kalasag, a search for excellence in disaster risk management and humanitarian assistance is given to individuals, non-government organizations, private sector and government organizations, in recognition of their initiative in helping the Filipino government uplift the standard of disaster management in the country. ###
