Bulacan gov issues EO on overloading vehicles, creates monitoring team

CITY OF MALOLOS- Governor Wilhelmino M. Sy-Alvarado issued Executive Order No. 06 series of 2018 on Wednesday, an order strictly implementing pertinent provisions of Republic Act No. 8794, specifically overloading proscription upon trucks, trailers, buses and other motor vehicles within the province that shall take effect immediately.

It is under the Section 1, Republic Act No. 8794, otherwise known as An Act Imposing a Motor Vehicle Users Charge on Owners of All Types of Motor Vehicles and for other Purposes, to provide for and ensure the adequate maintenance of national and provincial roads through sufficient funding for the purpose.

Alvarado said that no motor vehicle shall load beyond their prescribed gross vehicle weight and no axle load shall exceed 13,500 kilograms wherein the Joint Implementing Rules and Regulations issued by the Department of Public Works and Highways (DPWH) and the Department of Transportation and Communications shall apply the provisions.

Moreover, in Section 6 of the RA 8794 for Penalty for Overloading, it is stated that an amount equivalent to twenty five percent (25%) of the Motor Vehicle User's Charge (MVUC) shall be imposed on trucks and trailers for overloading.

Also stated in the EO is the creation of a Task Force dubbed as "Provincial Anti-Overloading Monitoring Team" to execute the provisions of the Executive Order.

Alvarado being the provincial governor will be the task force overall Chairman while Chairman of the Committee on Public Works as Vice Chairman; and the members are the heads of the Provincial Engineer's Office, Bulacan Environment and Natural Resources Office and Bulacan Philippine National Police.

Alvarado added that the mobility and safety of the roads and other main thoroughfares must be of utmost priority and the road infrastructure should be preserved and be in serviceable condition. It was learned that the motor vehicle ownership has exploded in the recent years and the roads must maintain its good condition for motorists. ###
