Bulacan signs MOA on Data Sharing with DSWD

CITY OF MALOLOS - The Provincial Government of Bulacan headed by Gov. Wilhelmino M. Sy-Alvarado signed a Memorandum of Agreement on Data Sharing with the Department of Social Welfare and Development’s Listahanan or the poverty database held at the Governor’s Office Conference Hall in this city this afternoon.

According to the DSWD, Listahanan is an information management system that provides national government agencies, development partners, and other social protection duty-bearers with information on who and where the poor are in the Philippines.

Accessing the Listahanan database as clearly stated in the guidelines can only be used for social protection activities like provision of social services or enrollment in poverty reduction programs and the development of programs or projects including the Pantawid Pamilyang Pilipino Program (4Ps), Sustainable Livelihood Program (SLP) and the Social Pension Program.

The obligations of both parties are also stated in the said MOA. The first party (DSWD) is responsible in maintaining the system, updating the data every four years and share the data especially to National Government Agencies which shall serve as basis in the selection of beneficiaries of social protection programs nationwide while the second party (PGB) is mandated to provide social protection programs and services for the poor, disadvantaged and vulnerable sectors of the locality.

Both parties must guarantee the confidentiality of data and take into consideration the Republic Act No. 10173, also known as the Data Privacy Act (DPA) of 2012.

The said agreement shall be automatically deemed terminated upon availability of the result of the 3rd nationwide Listahanan assessment. In the event of termination, the second party must ensure that the date will be safely kept and will not be actively processed for any purpose.

The system was developed in line with the objective to promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services among others as stated in the Philippine Constitution.
